supervises and provides oversight for procurement and mailroom
functions within the Baltimore City Circuit Court. Directs,
coordinates, and evaluates the work of subordinate staff. Verifies
invoices for payment. Coordinates vendor activities, special
projects, and service calls for equipment. Assists with MDEC
related projects.Essential Duties and Responsibilities:Plan,
coordinate, supervise, and evaluate the work of subordinate support
staff, including records assistants. Schedule, counsel, discipline,
and evaluate subordinate staff. Train staff on court procedures and
practices, automated systems, filing, and office equipment.
Recommend modifications to procedures and systems to improve
processing time, accuracy, and efficiency. Provide summary data to
supervisors for inclusion in management reports. Follow procedures
to resolve heightened customer concerns, unless requiring
escalation to a higher-level supervisor or manager.Supervise the
distribution of supplies and equipment from inventory to designated
departments. Ensure staff sorts mail and packages received from the
Post Office, delivering incoming mail to each department in three
separate buildings and picks up outgoing mail. Sort outgoing mail
by department. Post postage on outgoing mail using the electric
mail machines. Ensure staff processes daily paperwork for meter
reading reports from electric mail machine before the close of
business.Procure supplies on state contracts. Ensure supplies are
ordered and received in a timely matter so shortages in departments
do not occur. Maintain an accurate inventory of supplies. Monitor
overall level of purchases to stay within budgeting
parameters.Procure forms and envelopes on state contracts. Execute
procurement of envelopes, forms, and new forms by submitting
designs to vendors, maintaining existing envelopes and forms
on-site, especially critical forms such as Data Processing Computer
Room forms for various departments. Computer forms require
preparing paperwork and presenting it to the Fiscal Supervisor for
final approval. Monitor overall level of purchases to stay within
budgeting parameters.Verify invoices are correct with respect to
amounts, quantities, and description of delivered services,
supplies, and/or equipment. Approve original invoices and send
invoices to the Fiscal Supervisor for final approval and payment.
Assist Fiscal Supervisor in the monitoring of purchases to stay
within the budget. Maintain copies for reference.Prepare and submit
requisitions to the Fiscal Supervisor for final approval.
Preparation includes conducting research to determine approximate
purchase price, list of vendors, and effect on maintenance
supplies. Ensure all equipment is fully covered by a service
contract. Serve as the point person for equipment service and
maintenance calls to vendors. Maintain existing telephone system
equipment.Serve as primary contact for site visits. Primary
designee for the execution of physical renovations and restoration
to designed areas of the Clerk?s Office, including the coordination
of vendors activities such as painting, flooring, cleaning, and
electrical work. Supervise staff in the moving of equipment,
furniture, and telephones. Ensure staff restores equipment,
furniture, and telephones for the operation of the
department.Maintain physical inventory of equipment purchased,
including date purchased, vendor, cost of items, description, and
location. Match barcode tags received from AOC with items to ensure
tags are accurately placed on equipment. Conduct annual inventory
of physical assets. Work with AOC inventory control during
inventory audits. Locate misplaced fixed assets. Provide
information regarding the life cycle of equipment. Primary contact
for AOC inventory team.Minimum Qualifications:Education: High
school diploma (or GED equivalent).Experience: Four (4) years of
work experience in court operations in a trial or appellate court
in the United States, or in the fields of criminal justice, parole,
and probation, legal or financial services, to include two (2)
years of the aforementioned court experience. The required
experience must include one (1) year of lead, supervisory, or court
specialist experience.Note:A bachelor's degree may be substituted
for two (2) years of the required work experience.A
Paralegal/associate degree or 60 college credits may be substituted
for two (2) years of the required non- court work experience.A
Paralegal Certificate may be substituted for one (1) year of
non-court work experience.Knowledge, Skills, and
Abilities:Knowledge of:General office practices, procedures, and
equipment.Maryland court forms, practices, procedures, protocols,
systems, and equipment required to support the specialized work of
the assigned unit.Job related terminology, codes, comments,
notations, orders, policies, procedures, rules, regulations, and
laws.Maryland Judiciary Human Resources policies and

Requirements:Medium work . Exerting up to 50 pounds of force
occasionally, and/or up to 30 pounds of force frequently, and/or up
to 10 pounds of force constantly to move objects.Equipment,
