The work location is based in West Reading, PA. Responsibilities Under the direction of the Senior Vice President and Chief Information Officer, the Vice President/Chief Technology Officer directs infrastructure-related strategic and operational solutions for Tower Health's Information Systems and services across Tower Health. The Vice President/CTO: Leads, manages and coordinates IS infrastructure needs across Tower including responsibility for design and architecture, configuration, outsourcing, governance coordination, project management and overall life cycle, and implementation activities for a wide range of infrastructure and supporting services for Tower Health. Develops an infrastructure strategic plan and roadmaps that anticipate business needs and plays a collaborative role in proposing technology capabilities in support of business strategic roadmaps and plans. Manages and executes delivery of service as well as enhancements to infrastructure that supports client value and lasting business impact while ensuring that the infrastructure is well-maintained, responsive, secure and reliable providing consistent capabilities for both internal and external customers. Maintains a strong information systems control environment that is responsive to the risks across all aspects of technology. Provides strategic budget oversight for departments/functions they are responsible for and holds management team accountable for operating within the set operating and capital budget. Develops, fosters and maintains positive working and collaborative relationships with key strategic leaders, physicians and clinicians within Tower Health, and vendors or partners. Establishes and reports on key technology success metrics. Provides oversight and coordination for infrastructure governance activities. Provides oversight for successful project performance for infrastructure configured, deployed and enhanced throughout Tower Health. Provides oversight for quality assurance for infrastructure activities (e.g. performance testing, integration testing, monitoring, tool support). Works collaboratively with other IS leadership team to produce infrastructure architecture, standards and policies while supporting other relevant standards and policies (e.g., Information Management, Security, Applications). Provides stewardship for change management, disaster recovery and business continuity initiatives. Manages vendor performance and adherence to contract terms and conditions. Keeps abreast of industry standards, practices and new technologies to enhance key stakeholder satisfaction with I.S. Acts as a subject matter expert and resource to others. Recruits, provides training & education, leads, manages and retains a high performing team of technology professionals responsible for the Infrastructure program. Responsible for development, performance management, and coaching of direct reports. Qualifications Bachelor's degree required. Experience in a role requiring budget responsibility of $10 Million or more with line management accountability. Experience in infrastructure management, driving best practices, standards, measurement, and service-oriented architecture approaches. Demonstrated effectiveness as a thought leader and business partner to senior operating leaders. Demonstrated strong infrastructure background with program management, project management, and execution and delivery oversight, with attention to detail around metrics, accountability, and operational excellence. Proficient level of knowledge of applicable data privacy practices and laws. Demonstrated success influencing a company's overall business strategy and processes. Collaborative but decisive personal style; highly effective communicator and problem solver.
